Maryland General Assembly 2010 Session Wrap-Up

The Maryland Constitution mandates that the Governor propose the Budget. The Maryland Constitution only allows the General Assembly to cut the Budget – legislators are not allowed to increase the Budget. The Constitution further mandates the Budget be balanced through the elimination of budget surpluses and shortfalls.
